In an Azure CSP account you are assigned one user (admin@tenant.onmicrosoft.com) with the Owner role.  It is your reponsability to create/assign users their role using that account.

Any user with Owner access, should be able to view RIs (Reserved Instances).

If you are unable to view reserved instances you have a few options:

1- Log in as the admin@tenant.onmicrosoft.com and view the RIs.

2- Have the admin@tenant.onmicrosoft.com user log in and give your user an Owner role.

3- If they do not want to give your user the Owner role, but want you to view/manage RIs then you will need to elevate your access using the following KB:

https://learn.microsoft.com/en-us/azure/role-based-access-control/elevate-access-global-admin?tabs=azure-portal%2Centra-audit-logs

**IMPORTANT**:  When finished making changes with an elevated account, it is best practice to remove the elevation, as having it can be a security risk.

Once you have an elevated account, you should be able to view all reservations.

Scenario 1 - If you, with an Owner role, were not able to see the reservations before, you will need to find out which RBAC setting is keeping the Owner role from viewing reservations and correct it.  Contact your security team and have them investigate this matter.

Scenario 2 - If you try to elevate your access and it is greyed out then you need to ask your admin to do this for you.  They can elevate themselves give you the 1 or both of the roles below by going to Reservations and choose Role Assignment.
